Manipur Alliance for Child Rights (MACR) has demanded the State Government to complete the process of setting up the State Commission for Protection of Child Rights (SCPCR) before October.
Submitting a representation to Education Minister L Jayantakumar in this regard today, MACR pointed out that without the State Commission proper implementation of RTE and inquiring into the complaints relating to free and compulsory education could not be fulfilled.
In case the State Commission is not constituted, the State Government can constitute an authority under RTE.
However, MARC would urge upon the State to constitute SCPCR since SCPCR has to look other child rights violation cases apart from the complaints related to RTE, the representation said.Furthermore, the representation pointed out in order to implement RTE properly, a State Advisory Council should be constituted as per the provision of RTE Act and State specific rules for Manipur under RTE should be developed and notified before the end of October 2010 since the Act can be properly implemented only when there is specific State rules.
