Excess amount found drawn for building helipad : MU to recover Rs 19 lakh from contractor

After it was detected that a contractor drew an excessive amount in the name of constructing a helipad inside Manipur University campus, MU authority has initiated due process to recover Rs 19 lakh from the contractor.
Notably, the helipad was constructed to facilitate landing of helicopter carrying Prime Minister Narendra Modi who came to the university to inaugurate the 105th Indian National Science Congress held in March last year.

Special contractor RK Imocha and Sons of Khurai Chaithabi Leirak was entrusted the task of constructing the helipad and approach roads.
The MU Principal Accountant General recently conducted an audit of the accounts and spending of the university recently.
In the course of the audit, it was detected that excessive amount was released for construction of the helipad and approach roads.
As such, MU authority has initiated due process to recover the excess amount drawn by the contractor from his security deposit and performance guarantee, informed a source.
The Finance Officer has been already asked to recover the excess amount from the contractor's security deposit and performance guarantee.
Informing that the helipad and approach roads constructed by the contractor are being measured, the source informed that if the measurement falls short of the liability entitled to the contractor, the excess amount would be recovered again.
It is said that MU engineering cell would send a notice to the contractor regarding the authority's decision to recover the excess amount drawn by him.
There are 30 accounts of MU in different banks and Rs 48 crore has been found fix-deposited against these accounts without assigning proper reasons, says the audit report.
Taking serious note of the report, MU authority has started investigating the source of this amount and why it was fix-deposited.
MU authority has also started due process to reduce the number of accounts from 30 to just 10 .
Meanwhile, a Chartered Accountant hired by MU has started examining all the financial dealings of the university from 2007 till date.
