Promotion scam rears head in Secretariat

A Manipur Secretariat Service employee, who joined service as an auto driver (temporary) has repor-tedly been promoted to Upper Division Clerk (UDC) with the promotion triggering calls from certain section of the employees for a vigilance investigation.
According to an informed source, the said enrolment of the individual as an auto-rickshaw driver (temporary) was formalised with an order issued by the then Under Secretary (GAD) on April 20, 1979 .
without complying with prescribed norms on promotion such as DPC, the same individual was promoted to LDC (Lower Division clerk), also on temporary basis, on October 30, 1981, the source disclosed while hinting at possible involvement of high ranking officials behind the said individual's promotion.
The suspicion, expressed the source, grew even stron-ger as service of the same person (auto driver) was confirmed by an order issued on February 2, 1993 before another order (August 1, 1997) promoted the particular employee to UDC (UD Assistant) .
In further revelation, it is said that the individual's qualification certificate (class VIII or X) and driving license was not submitted to relevant authorities at the time of joining service as an auto driver.
Along with strong suspicion that the individual might have submitted fake certificate of completing Pre university level, there is no record of providing BA certificate as is mandatory for elevation to the the post of a UDC, said the source.
Questioning how auto-rickshaw driver went on to occupy the post of UDC and insisting that service rules are certain to have been violated, the source demanded a thorough probe into the matter.
