Imphal, December 19 2013:
Taking strong exception to a programme (Ayukshida) telecast by Information Service Television (ISTV) Network where some invitees reportedly derided MLAs as oblivious to 'houseflies buzzing inside their mouths', MLA P Brojen decried that the said programme demeans and demoralises the Chief Minister as well as all the House Members.
Raising the matter during zero hour on the last day of the current edition of the State Assembly session today, Brojen asked if there is any proof that MLAs are oblivious to houseflies buzzing inside their mouths.
He also sought attention of the Speaker in order to protect the dignity and prestige of all Members.
Joining the discussion, PHED Minister I Hemochandra remarked that it would be right to take up a suo motto case against ISTV for repeatedly telecasting the said programme which is defamatory to all MLAs.
Noting that MLA Brojen has tabled the matter in the Assembly, Hemochandra asserted that the matter can now be treated as a complaint and in this light a suo motto privilege case can be taken up.
Dr I Ibohalbi remarked that the two individuals who have been challenging the ethics of House Members seemed to be seeking popularity for themselves.
He too supported the suggestion to take up case for hurting House Members' privilege.
Later, Speaker Th Lokeshore stated that he would initiate necessary measures according to rules provided he receives a written complaint.
L Ibomcha remarked that the MHA Joint Secretary Shambhu Singh's assertion that it was not border fencing but road construction was confusing to the people of Manipur.
It is not desirable for the Joint Secretary to make undue comments on such a big issue.
The Government ought to come out with a clarification and instruct the Joint Secretary to refrain from giving misleading statements to media on the issue in future, Ibomcha stated seeking attention of the Chief Minister.
