It was Sunday early morning on Independence Day when Nandeibam Manithoi Singh received the information that he has been awarded the Indian Police Medal for Meritorious Service on the occasion of Independence Day 2009 .
A few moments later, he received a telephone call from his boss Ashwani Kumar, the Director of Central Investigation Bureau (CBI) wishing congratulations.
Thanking him, Manithoi responded, "It all happened was because of your blessing and guidance".
The Director further replied, "You have done well.
Keep it up.
You deserve it".
He was amongst 19 recipients of Distinguished and Meritorious Service Medals awarded to CBI officers and officials on the eve of the Independence Day 2009 .
"To get a police medal from a high-integrity organization like Central Bureau Investigation is very tough and also very competitive", Nandeibam Manithoi Singh, presently serving as Superintendent of Police (Anti Corruption Branch), CBI in New Delhi said.
Anti Corruption Branch is the biggest branch of CBI in Delhi.
He has been working as Superintendent of Police (ACB) in the CBI, Delhi for the last four and half years.
Nandeibam Manithoi Singh, SP (ACB), CBI Delhi Eldest son of Nandeibam Yaima Singh and Mangi Devi of Sagolband Langjing Achouba Heinoupok Leikai in Imphal West district, Manipur; Manithoi was brought up in a poor family.
His early education started from Heinoupok LP School and Tera Boys Junior High School, and later joined Ram Lal Paul High School which was under the strict guidance of the then Head Master RK Shitaljit Singh, a renowned litterateur and educationist.
He stood 18th rank in the High School Leaving Certificate Examination under the Board of Secondary Education Manipur in 1979 .
He passed BSc Zoology (Hons) in first class first from DM College of Science under Manipur University in 1984 and did Post Graduation in M.Sc in Life Sciences in JNU, Delhi.
After serving as Assistant Commandant in Central Reserve Police Force for two years, Manithoi joined CBI as Deputy Superintendent of Police through All India Civil Services Examination held in 1991 .
During his tenure as Dy SP at CBI Anti Corruption Branch, Silchar, Manithoi successfully investigated custodial death case in Hailakandi, Assam and admission case of D..MCollege of Science, Imphal, Manipur.
He was a member of Special Investigation Team (SIT) of Dr UN Biswas in the investigation of Animal Husbandry Department Fodder Scam cases of Bihar.
While he was in CBI (Economic Offences Wing), Kolkata, Manithoi investigated multi-crore bank fraud of Union Bank of India using fake National Savings Certificates and Kishan Vikash Patras.
After investigating into Rs 1.26 crore fake draft cases of State Bank of India, Imphal Branch, he arrested the accused from Rajasthan.
He also served in the CBI Academy, Ghaziabad as Additional SP for three years and contributed his expertise in different courses of the Academy as faculty member.
While working in CBI Anti Corruption Branch as SP in Delhi, Manithoi supervised investigation into the scam in Delhi College of Engineering admission test 2005 in which 72 persons including students were charge-sheeted.
It may be mentioned that in the admission test scam, the students were found sending solved questions by SMS through mobile phones.
He attended various training courses conducted by FBI, The Scotland Yard and State Department USA at CBI Academy, Ghaziabad.
He is master trainer in investigating into bank fraud and anti-corruption cases, and also an expert in trap cases in demanding and accepting of money.
He caught red handed many officers in Delhi in trap cases.
A humble Government servant, Manithoi always remembered the words of DP Kohli, the Founder Director of Central Investigation Bureau who once told the delegates in the inauguration of the 4th Biennial Joint Conference of the CBI and State Anti-Corruption Officers, "The public expects the highest standard from you both in efficiency and integrity.
That faith has to be sustained.
