Parking lots not likely to be shifted

Imphal, September 12 2016:
Even though it has been acknowledged that traffic congestion within Imphal city is largely due to parking of vehicles along Thangal Keithel road, Paona Keithel road, Wahengbam Leikai road, Nagamapal road, Sagolband-Wahengbam Leikai junction, near Keishampat Electricity office, MG Avenue, Alu Gali etc, it is unlikely that these parking spaces would be shifted elsewhere any time soon.
An order issued by the Transport Director on December 26 last year in accordance with a Cabinet decision adopted on October 28 last year could not be implemented till date.

The Transport Director's order announced that Thangal Keithel road, Paona Keithel road, Alu Gali, BT road, MG Avenue and Dharamsala are no parking zones between 7 am and 7 pm.
The same order designated the western side of Johnstone Hr Sec School (now occupied by newly constructed market sheds), the road leading to the State Museum, eastern side of MPP office/shopping complex, the area lying to the west of Pologround, Nagamapal road, Wahengbam Leikai road and the roof of Naga rivulet as parking spaces.
As per Sections 115 and 117 of the Motor Vehicle Act, all decisions adopted by the Government pertaining to parking and traffic control are issued in the form of orders by the Transport Department.
Orders pertaining to parking of vehicles are implemented by Imphal Municipal Corporation (IMC).
If the orders are about traffic control, they are implemented by TCP.
Moreover, TCP has been given certain powers to check vehicles.
Decisions adopted by the Traffic Regulatory and Parking Committee (TRPC) which is a regulatory body for traffic control and parking are issued as orders by the Transport Director.
However, the order issued by the Transport Director on December 26 last year has not been complied with till date which amounts to violation of the Motor Vehicles Act.
Meanwhile it is reported that the Government may submit a proposal soon to the State Cabinet to review its decision adopted on October 28 last year.
Although the source could not tell exactly when such a proposal would be made, it is most likely that the matter would be tabled at a Cabinet meeting.
If the order issued by the Transport Director based on a Cabinet decision is revoked by another decision of the State Cabinet, traffic congestion and concomitant problems would continue to plague Khwairamband city.
