The High Court of Manipur has directed the District and Sessions Judge, Imphal East to conduct an enquiry into allegations of misappropriation of funds released by the Central Government for various developmental works under MGNREGS.
The High Court passed an order to this effect on November 5 after perusing a petition filed by Luwangsangbam Mayai Leikai Women Welfare Association secretary N Pusparani, according to a press release issued by Advocate N Surendrajit, counsel for the petitioner.
As per the petition, Rs 11 lakh released in 2010 through Imphal East Zilla Parishad for land development work of Liberal College was misappropriated by the implementing agency without executing the particular work.
On March 23, 2010, a sum of Rs 17,16,707 was released for construction of IVR with side drain, culvert and shingling from Awang Potsangbam Khunou to Nilakuthi.
Since the said IVR is a PWD road, all the maintenance works were done by the PWD and as such, the amount was misappropriated without executing any work.
On May 12, 2010, a sum of Rs 5,48,782 was released for the work of land development at Ibemcha High School, Khabam.
However, the amount was misappropriated without executing the work.
On July 23, 2011, a sum of Rs 17 lakh was released for construction of IVR at Mongjam and Maiba Khul.
Since the said IVR is maintained by PWD, the amount was also misappropriated.
Again on July 5, 2012, a sum of Rs 39 lakh was released for construction of pucca drain at Luwangsangbam Mayai Leikai Irong Taba Leirak and construction of IVR with shingling at Nagaching and Pantilong village.
But the said amount was also misappropriated without executing any works, the petitioner alleged.
