High Court Bar Association (HCBA) posers on Judge choice for State's High Court

Against the backdrop of setting up of separate High Court for Manipur, the High Court Bar Association, Manipur has decided to demand the establishment of High Court of Manipur with a minimum of seven Judges for enabling the public litigants get redressal of their grievances in a speedy and judicious manner.
This was resolved by the HCBA, Manipur during its extended Executive Committee meeting held on June 8 at the office of HCBA under the presidentship of N Kumarjit Singh, Senior Advocate and president of HCBA, Manipur.
Among others, the meeting resolved that the initial constitution of the new High Court of Manipur be made with absorption of two local Judges appointed in the common Gauhati HC in case they opt for absorption as Judges of the new HC of Manipur.
The meeting also resolved that no other Judge of the Common Gauhati HC be absorbed as a Judge of the new HC.
However, the association decided not to raise objection in transfer of Judges by way of exchange with local Judges without losing the State quota.
Further, the meeting resolved that in any event of absorption and retention of any non-local Judge in contravention with the meeting resolutions/demands, the association will abstain from appearing before such Judge till the repatriation to their respective State/HC.
The HCBA, manipur also decided that all member-advocates would abstain from attending Court works from June 11 regarding the alleged apathy and non-consideration of the demands earlier communicated to the authority concerned by the association.
PTI adds (Agartala): High Courts were expected to start functioning in Tripura, Meghalaya and Manipur with President Pratibha Patil having given her assent.
The president signed the North Eastern Areas (Reorganization) and Other Related Laws (Amendment) bill on June 7 and a copy of the signed bill was made available to the state, state Secretary for Law, Data Mohan Jamatiya said here today.
The bill was passed in the Lok Sabha on May 11 and subsequently in the Rajya Sabha.
At present the Gauhati High Court has benches in Tripura, Manipur, Meghalaya, Mizoram, Nagaland and Arunachal Pradesh and Sikkim has a separate high court.
Officials said, 52,000 cases were pending in lower courts in Tripura and 5,000 in Guwahati High Court.
