71,677 ha land developed by CADA

A
total of 71,677 ha culturable
command area (CCA) was
developed till the end of XI th plan
under major, medium and minor
irrigations in Manipur by the
Department of Command Area
Development, Manipur, said
Konthoujam Lokeshore Singh,
Additional Chief Engineer of the
Department while addressing the
media at the DIPR here today.
The entire works were taken up at
a cost of Rs 14,076.52 lakh.
The Command Area Devel-
opment (CAD) was developed
in 1974-75 in India as there
was a huge gap between irriga-
tion potential created and
utilized he said.
The CAD aims
to bridge the gap between the
potential created and utilization
through micro level infrastruc-
ture and productivity from
irrigated agriculture and im-
provement in socio economic
conditions of farmers through
a multi disciplinary team.
After Command Area De-
velopment Authority (CADA)
was formed in 1982 in
Manipur; works were taken up
to survey plan, design field
channels, irrigation, land level-
ling, and drains.
It also correct
system deficiencies, demon-
strate, train, monitor, evaluate
the works taken up.
During the course of works
taken up there were some
problems related to un-reliabil-
ity of water supply at outlet,
gap between technology and
adoption, lack of participation
of farmers, lack of conjunctive
use, sufficient outlay, water
logging, absence of link, hence
the government of India re-
structured the scheme in
2004-05 and re-christened it as
Command Area Development
and Water Management (CAD
& WM).
Under CAD and
WM, it took up eleven projects
till the end of the XI th Plan
which are all completed.
The
works were Loktak Lift Irriga-
tion with Cultural Command
area (CCA) of 16,000 ha, Ul-
timate Irrigation Potential (UIP)
of 26,500 ha, Sekmai Barrage
with 4000 CCA and 6000 UIP,
Imphal Barrage with 4000
CCA and 6000 UIP, Thoubal
Multipurpose project with 4000
CCA and 6120 UIP, Singda
Dam with 4000 CCA and
6120 UIP, Cluster of 8 MI
schemes with 5332 CCA and
9592 UIP, Cluster of 28 MI
schemes in Imphal East and
Imphal West with 6665 CCA
and 113305 UIP, Cluster of 37
MI schemes in Thoubal,
Ukhrul, Chandel and
Churachandpur district with
6420 CCA and 109140 UIP,
Cluster of 21 MI schemes at
Bishnupur with 9600 CCA and
163200 UIP, Khuga Multipur-
pose Project with 9575 CCA
and 14745 UIP and Thoubal
Multipurpose Project Phase-II
with 2485 CCA and 38000
UIP.
Five projects were taken
up during XII th plan viz, 213
MI schemes under Imphal
East, Imphal West and
Churachandpur districts, Clus-
ter of 125 MI schemes at
Thoubal, Ukhrul and Chandel
districts, Cluster of 169 MI
schemes at Bishnupur, Senapati
and Tamenglong districts,
Dolaithabi Barrage Project and
Thoubal Multipurpose Projects
Phase-III.

EO stated that the latest guide-
lines mandated that the
command area development
and water management has to
be implemented in a holistic
manner with irrigation project
under
AIBPso
that irrigation
potential created with hydraulic
connectivity gets utilized soon
after its creation.
