CAG report exposes wrongdoings

Audit reports released today by the Comptroller and Auditor General (CAG) of India revealed a number of discrepancies and wrongdoings committed by the State Government.
After the CAG reports were tabled in the State Assembly today, Accountant General Dr Jay Shankar released three reports at AG office, Babupara this afternoon.
The three reports were for the period ending March 31 last year.
Presenting reports of the audits done in social, economic, revenue and general sectors, Dr Jay Shankar said that Consumer Affairs, Food and Public Distribution Department charged additional Rs 1.65 per Kg of rice from all AAY beneficiaries against the established guidelines thereby imposing a burden of Rs 48.14 lakh on the beneficiaries.
School Education Department incurred additional expenditure of Rs 65.08 lakh in engaging cook cum helpers of 322 schools under Mid-Day Meal Scheme.
With the Additional Director (School-Hills) not maintaining the cash book properly, there was a suspicion of misappropriating Rs 30.55 lakh.
Rural Development and Panchayati Raj Department was also found diverting Rs 42.65 lakh towards civil works which otherwise should be used for administrative expenses, says one audit report.
Irrigation and Flood Control Department wasted Rs 165.40 lakh due to non-compliance with the recommendation of the Central Water Commission regarding Thoubal Multipurpose Project and defects in design drawing.
Even though the Government of Manipur banned encashment of checks in the names of DDOs, one DDO of PHE Department was found encashing a self-cheque of Rs 6.41 crore and there was no record of disbursing the same amount.
