Imphal, May 31 2013 :
In view of the announcement made by the Joint Committee on Implementation of Inner Line Permit System (JCILPS) in Manipur to prohibit entry of 'outsiders' into Manipur from June 1, the State Government has braced itself to take up all possible counter measures.
Speaking to media persons this evening, Deputy Chief Minister Gaikhangam while pointing out that implementation of ILPS lies within the purview of Government of India, called upon all concerned to take the demand and urge for the same at the place where the matter can be decided.
He also appealed to all concerned not to do anything like taking the law into one's own hands.
As far as the question of implementing ILPS in Manipur is concerned, there is no difference of opinion between the Government, the JCILPS, political parties and civil society organisations.
While the State Cabinet and the State Assembly have adopted resolutions in favour of implementing ILPS in Manipur and forwarded the same to the Government of India, civil society organisations are also in support of the same resolutions.
A few days back, the Government and representatives of JCILPS held a meeting hours before a Cabinet meeting and discussed the issue.
A joint delegation comprising of civil society leaders including representatives of JCILPS, political leaders may go to New Delhi and exert pressure collectively on the relevant authority rather than taking law into hand, Gaikhangam suggested.
Taking strong exception to JCILPS' decision to launch agitation from June 1, the Deputy Chief Minister cautioned that if any people is prohibited from entering Manipur, the State Police Department would not remain silent.
In view of the joint committee's proposed agitation, the DGP and IGP (L/O) are being consulted to take up all precautionary measures.
