Victims families cry for chargesheets, justice

Families of girls and women raped and/or murdered have collectively urged the Police Department to file due chargesheets at the earliest and ensure that justice is delivered in all these criminal cases.
Addressing a press meet held at the Palace Compound office of WAD today, a family member of a 17 year old girl who was found dead in the intervening night of September 11 and 12, 2011 at Sekmaijin contended that it was not a case of suicide.
Notably, the girl was found hanging with her clothes all wet and her fingers all muddied in her outhouse.
Alleging that the girl was killed by her boy friend after calling her out on the pretext of eloping, the family member decried that Kakching Police is yet to file any chargesheet even though a case was registered.
Moreover, repeated memoranda have been submitted to the Home Minister, the DGP, the SP and the OC concerned but the mandatory chargesheet still remains elusive.
The Manipur State Commission for Women too recommended the State Government to file a chargesheet but to no avail so far.
The only prayer of the bereaved family is punishment of the culprit(s) according to the law.
"Perhaps this could be the only solace to all the wounded souls," said the family member.
Mother of another 16 year old girl from Imphal West district who was found murdered and abandoned on March 5, 2013 decried that no chargesheet has been filed even though it has been more than 20 months since her daughter was murdered.
On being enquired at Lamsang police station, they maintained that they were awaiting forensic report.
Questioning the inordinate delay in filing due chargesheet in connection with the murder case, the forlorn mother lamented the Government's inability to provide post mortem report and forensic test report even after 20 months.
She went on to accuse the Government of condoning the murderers.
There is no point for the existence of an elected Government if they are protecting criminals, she asserted.
One class X student from Imphal East district was gang raped twice in 2012 and 2013.Following the gruesome incidents, she could not attend school any more.
She was also afflicted by acute trauma, depression and other health problems.
Even after a surgical operation has been performed at Apollo Hospital, Delhi, one more operation is still pending, said the aggrieved mother.
"My mind would not rest until all the rapists are hung to death", she said.
"Whereas my innocent daughter has been suffering from acute trauma, depression and many other health problems, all the rapists are living like free men after they were released on bail", she added.
Police are yet to file any chargesheet in connection with the gang rape cases.
The press meet was also attended by widows of men killed in fake encounters, widows of HIV infected people, victims of domestic violence, victims of mob justice and street vendors.
