Imphal, July 02 2018:
The Supreme Court today said that the investigation of the SIT, CBI in the extrajudicial killings in Manipur is still moving very slowly and added that the National Human Rights Commission should take a proactive role in ensuring proper investigation in these cases.
The Supreme Court made these observations during the hearing of the EEVFAM case before a special bench consisting of Justice Madan B Lokur and Justice UU Lalit.
With the special bench asking the progress of the 6th status report of the investigation, the Additional Solicitor General, who also represents the SIT, informed the Court that they have almost completed the investigation in four cases and about 20 cases can be completed in two months or so, said a statement issued by Human Rights Alert today.
Stating that the investigation into the cases is very slow, Advocate Colin Gonsalves, representing the petitioners, highlighted the point that the Court had already passed three orders to complete the investigation by December 31, 2017, February 26, 2018 and finally June 30, 2018 .
The investigation conducted by the CBI is still however yet to be finalised, said HRA quoting Colin Gonsalves and further quoted the Advocate as stating that the petitioners have lost faith in the SIT.
The Advocate also submitted that the participation of the NHRC in the investigation is not satisfactory.
The matter is listed for July 27.The Supreme Court is hearing a plea seeking a probe in 1528 cases of alleged fake encounters in Manipur from 1979 to 2012 .
