CorCom cautions against MCA-II

The Indian military again slaughtered nine innocent people at RIMS in 1995.Apart from these unforgettable incidents, there were numerous cases of involuntary disappearance, custodial killings, fake encounters, physical torture, mental oppression, abduction for ransom etc, all perpetrated by the Indian military.
The present situation characterised by perpetual fear and insecurity is an offshoot of the violence unleashed by the Indian military for a protracted period.
The moot question is, has the Indian military succeeded in suppressing the liberation movement despite all their violent activities aimed at intimidating and terrorising the mass.
The Indian military would never be able to eliminate the liberation movement.
It is important for the people to understand the true character of the Indian military and be always on guard against their deceptive tactics, CorCom asserted.
International community have started voicing their concerns against human rights violation in Manipur by the Indian military.
According to the memorandum submitted to the Government of India by UN Special Rapporteur Christof Heyns on extrajudicial summary or arbitrary killing on May 19 this year, the Indian military killed 1528 people including 31 women and 98 children between 1979 and May, 2012.This figure is only about fake encounters and does not include involuntary disappearance, rape, torture etc.
Such bestial conduct of the Indian military has turned out to be a serious obstacle in the Government of India's efforts to become a permanent member of the UN Security Council.
That was why, the Indian military changed their strategy and tried to cover up their unethical and inhuman practices.
With the primary objective of winning the people of Manipur and acceptance of their conduct by the international community, the Army Development Group was set up in June 1995, following the Indian military launched Operation Good Samaritan (Military Civic Action) under their 3 Corps.
For this, an amount of Rs 10 crores was sanctioned by the Ministry of Home Affairs, not the Ministry of Defence.
Nowadays, 10 per cent of the total fund sanctioned for non-lapsable pool has been set aside for MCA programmes.
AR Director General Lt Gen Rameshwar Ray once said: "It is a counter-terrorist operation with a human face.
You can't fight militants if common people mistrust the forces or the Government...Unless citizens are on our side you can't eliminate insurgency.
After all, you can't kill your own people to win a war against terror" .
These words clearly showed that MCA programmes delusory activities aimed hoodwinking and befooling the mass.
Exposing the colonial character, the Indian military has been interfering into the domain of civil authority by organising MCA programmes.
"The Indian military is bargaining our life and dignity by offering some cheap articles.
The MCA programmes are expiation for all the ills committed by the Indian military earlier", CorCom alleged.
People should not forget all the arrogant, unlawful and inhuman activities perpetrated by the Indian military.
The notion that Manipuri people can be won by giving some cheap articles and sponsoring some tours reflects the Indian military's derogatory outlook towards the people.
The MCA programmes are aimed at stupefying the people so that Manipur can be kept under the alien rule permanently.
People should not take part in such MCA programmes which is only making a fool of the mass besides making a mockery of their dignity.
