Imphal, August 29 2011:
Ward Development Committees under various Municipal Councils and Nagar Panchayats would be made functional from September, Chief Minister O Ibobi Singh has assured the State Assembly today.
Responding to a motion raised by Opposition MLA O Joy during discussion on Manipur Municipalities Community Participation Act, 2010, the Chief Minister informed that the Government has already issued necessary orders in connection with nomination of two members each from the side of the Government in all the Ward Development Committees.
However, there is no provisions under the Municipality Act for the swearing in of the elected members of the Committee.
Nonetheless, the Government of India is coming up with a Bill in this regard.
Stating that efforts are being made to ensure the Ward Development Committees are functional by September, the Chief Minister observed that even though setting up office in each Ward would be useful, the Government does not have enough fund for construction of these offices.
So, the Government would look into the possibility of taking rooms on rent for running these offices.
In responde to another motion (raising of a matter which is not a point of order) moved jointly by MLAs O Joy and RK Anand of MPP in the Assembly session, the Chief Minister assured that construction work on Maharaj Gambhir Singh Memorial complex would be completed in time for the upcoming January 9 commemorative event.
To another motion over reported dying of fishes from lack of Oxygen in fish farms around Loktak lake following prolonged stagnation of flood water, the Chief Minister assured that an official team of the Fisheries Department would be send for conducting a spot inspection.
