The Joint Committee on Inner Line Permit System (JCILPS) has questioned the effectiveness of the content and shape of ILPS being implemented in the State.
Ahead of the 7th death anniversary of Lamjing Meira Sapam Robinhood, a cleanliness cum tree plantation drive was held at Lamjing Meira Ching (Awaching) at the foot of Nongmaiching Hills today.
Speaking to media persons by the sideline of the tree plantation drive, JCILPS convenor Phulindro Konsam remarked that the effectiveness of the ILPS in protecting and promoting the indigenous people is highly questionable.
Reiterating that the State Cabinet decision of adopting 1961 as the cut off base year is unacceptable to the JCILPS, the convenor informed that they would urge the State Government to retract the same Cabinet decision and adopt 1951 as the cut off base year.
The Manipur Inner Line Permit Guideline 2019 is not effective enough and unscrupulous implementation by the State Home Department only multiplies the ineffectiveness of ILPS, Phulindro said.
Elucidating on their insistence to adopt 1951 as the cut off base year, the JCILPS convenor asserted that there are official documents of Census exercise and also village directory dating back to 1951 and electoral roll of 1948 .
Two agreements signed between the State Government and AMSU and AMSCOC in 1980 mentioned 1951 as cut off base year.
Moreover, it was on January 26, 1950 that the Constitution of India came into force, Phulindro said.
He said that the JCILPS would soon organise a people's convention on the ILPS base year.
He informed that the 7th death anniversary of Lamjing Meira Sapam Robinhood would be observed on July 8 at Lamjing Meira Ching (Awaching) .
Sapam Robinhood was killed in police action against a group of students who were demanding withdrawal of the ineffective Manipur Regulation of Visitors, Tenants and Migrant Workers Bill 2015 and replacement of the same Bill with ILPS or a similar mechanism on July 8, 2015 at Telipati.
Following the death of Robinhood, the people's movement gained more movement and the State Government ultimately made a declaration on July 12, 2015 that the Bill would be withdrawn, he recalled.
The JCILPS convenor then appealed to all the people to join the death anniversary observation and extend all possible assistance towards observing the anniversary successfully.
