State keen to enforce NRC: Biren

The State Government is keen to implement the National Register of Citizens (NRC) in the State too but as the Central Government has a plan to implement NRC across the country, the State's NRC would be implemented only after the Central Government issues a notification on the matter.
This was stated by Chief Minister N Biren in the State Assembly today during question hour.
Replying to a query raised by Congress MLA Kh Joykisan, Biren said that a letter was written to the Central Government at the level of the Chief Minister after the matter of implementing NRC was discussed by the State Cabinet informally taking due note of the desires and aspirations of the people of Manipur.
The State Government has already constituted a State level monitoring committee of NRC.

Plans are afoot to form district level monitoring committees.
Apart from checking entry of illegal migrants into the State, these committees would also create awareness among the masses, Biren said.
Replying to a query raised by Okram Surjakumar, Biren said that 3669 suspected illegal migrants were barred from entering Manipur till December 15, 2017 .
Police have been checking documents of all non-local people.
In one incident, nine non-local people were booked for different cases, Biren informed the House.
A child was also with the nine people.
Replying to complementary question raised by Surjakumar, the Chief Minister stated a number of Rohingyas attempted to enter Manipur during the past few years.
Necessary steps have been taken from the very next day after ILPS was officially extended to Manipur.
All the necessary protocols and details would be worked out very soon.
Apart from the major entry points, police have been patrolling Jiri River using motorboats, Biren said and added that the State Government has been working hard to enforce the ILPS in letter and spirit from January next year.
To another query raised by Surjakumar about illegal financial investment firms, the Chief Minister said that the State Government is yet to receive a single complaint about non-payment of money by financial companies to investors.
If there has been a single complaint, the Government would find it very convenient to monitor the activities of these financial companies, Biren said.
As of now, the financial companies have been functioning after registration under the Bombay Money Lender Act 1962 .
Nonetheless, these companies are being monitored by the RBI and they share information with the State Government from time to time.
To look into these matters, the State Government has already constituted a State level coordination committee.
But the committee has been unable to take up any action as there has not been any formal complaint.
Nonetheless, the State Government has been working to obtain permission from the High Court of Manipur to establish a designated Court which would deal with these financial companies and their activities, the Chief Minister informed the House.
