COPTAM's 2nd intellectual conclave on Aug 19

With the present tribal in Manipur state being confronted by numerous issues with regard to their rights over land, customs, cultures, and traditional institutions, the Committee on Protection of Tribals, Manipur (COPTAM) decided to organise the second COPTAM Intellectual Conclave-2012 with selected Tribal leaders on August 19th,2012 at 1 PM at Saulim Restaurent, New Lamka, Churachandpur.
The issues to be discussed in the conclave include district boundary and transfer of Hill land records from neighbouring valley district to respective hill districts headquarter, the invitation note of COPTAM stated.
The Municipality/Panchayat Raj in Hills which included-what are the merits and demerits of introducing PRI in tribal areas? How far is the ADC empowered to channelize Central Funds? And Is municipalities essential for speedy development or is there any alternative arrangement?, etc are other issues to be discussed in the conclave, the invitation note added.
About creation of Jiribam district, the COPTAM and Tribal leaders will discuss whether to include tribal areas for development and administrative convenience, or without tribal areas and go ahead for valley district? The stand to be taken by COPTAM in the event of the state government determined to go ahead with or without tribal areas would also be adopted during the conclave.
