HC to DC Cdl : Honour MsDP beneficiaries

The Imphal Bench of the Guwahati High Court while acting on a writ petition regarding actus reus by public officials has directed the Deputy Commissioner of Chandel district to honour the beneficiaries of Centrally sponsored scheme� MsDP�as required by law.
In 2009-09, altogether 1500 families living Below Poverty Line (BPL) in Chandel district of Manipur were accorded sanctions by the DC/chairman, DRDA, Chandel for availing I.A.Y.under Centrally sponsored scheme�MsDP at Rs.38,500 per beneficiary family vide order
(1) No.DRDA/CDL/MsDP/IAY/2008-09/CHQ dated January 14, 2010
(2) No.DRDA/CDL/MsDP/IAY/2008-09/CHQ/2 dated February 27, 2010
(3) DRDA/CDL/MsDP/IAY/2008-09/Ckg/3 dated July 19, 2010 and
(4) No.DRDA/CDL/MsDP/IAY/2008-09/HQr./3 respectively and the beneficiary families were issued 4 bundles of C.G.I.Sheets against Material Components of Rs.20,000. Consequent to the failure of the concerned authority to disbursed the cash component of Rs.18,000 each towards construction cost to the beneficiaries till September 30, 2010, the beneficiaries on October 1, 2010 made a joint representation to the authorities concerned for the payment of the cash components on or before October 20, 2010 but with no avail.
As a last resort, on behalf of the beneficiaries D Rengtlung and three others filed W.P.(C) No.4 of 2011 before the Imphal Bench of the Guwahati High Court for directing the Respondents to pay the said cash components of I.A.Y. Accordingly, while disposing the said writ petition on January 13, 2011, the High Court had passed order directing the DC/chairman, DRDA, chandel, who is one of the respondents in the case to pay the cash components within 3 months from the date of receipt of copy of the order.
