RIMS Director clarifies

Professor Ch Arun Kumar Singh, Director, Regional Institute of Medical Sciences, Imphal, has made a clarification regarding the launching of cease work strike by RIMS Nurses Association, Lamphelpat (RNAL) against the deputation of Laimayum Kullabati Devi, Deputy Nursing Superintendent, Kalawati Saran Children’s Hospital, New Delhi, Govt of India to the post of Nursing Counsellor in the Department of Physical Medicine and Rehabilitation, RIMS, Imphal.
Professor Ch Arun Kumar in a statement today said there are 2 posts of Deputy Nursing Superintendent lying vacant that is to be filled up on promotion.
For an Assistant Nursing Superintendent to be promoted to the post of Dy Nursing Supdt, 2 years service in the former post is necessary as per the Recruitment Rules of RIMS, Imphal.
At the present moment, there is no employee in the institute to fulfil the criterion of 2 years as Assistant Nursing Superintendent for at least 2 years.
Meanwhile the Ministry of Health & Family Welfare intimated repeatedly to consider appointment of L Kullabati Devi on deputation for a period of 2 years against one of the two vacant posts.
This is in view of the fact that her husband is posted in Manipur, Prof Arun said.
The Government of India attaches utmost importance to the enhancement of women’s status in all walks of life and to enable them to lead a normal life and also to ensure the education and welfare of the children.
Guidelines have been issued by the Government of India from time to time for posting of husband and wife who are in government service, at the same station.
It is on the basis of these guidelines (issued by the Ministry of Personnel, Public Grievances and Pensions, Govt of India) that the deputation of L Kullabati Devi to RIMS has been considered by the Central Govt, he said.
The subsequent order passed to allow her deputation as Nursing Counsellor (not Deputy Nursing Superintendent) in the Department of Physical Medicine & Rehabilitation, clearly mentions that the deputation is only for 2 years or until further orders whichever is earlier.
This is to protect the promotion avenue of Assistant Nursing Superintendent who become eligible to be promoted to Deputy Nursing Superintendent.
The order, in no way interferes with the administration and promotion of nursing officers of the hospital and therefore, the apprehensions that promotions to the said post may be interfered with, is baseless, he said.
Any misgivings or apprehensions can be addressed through legal recourse so that the matter can be resolved legally instead of making the general public suffer.
He appealed to the RNAL to withdraw the threat to go into cease work mode in the interest of the suffering patients and also in their own interest.
