Pointing out that resorting to ceasework strike by employees of Manipur Secretariat Services under Manipur Secretariat Services Association (MSSA) from December 13, 2011 is a violation of an earlier agreement reached with the Government of Manipur, an order issued by the General Administration Department said 'dies non' would be applied against the striking employees.
The order issued by Under Secretary S Lokendra Sharma reminded the agitating MSSA members that consequent to the ceasework strike from February 18 to March 5, 2008, dies non was applied against 658 employees whereby salary and allowances were not permissible for the strike period.
on the request of the then MSSA general secretary on May 3, 2008 the punitive action was revoked with the condition that the MSSA members would not cease work in future, the order mentioned while asserting that by resorting to indefinite ceasework again since December 13, the previous agreement has been violated thereby constraining reimposition of 'dies non' rule.
As such the salary and allowances for the strike launched in 2008 as well as for the current agitation would be withheld, the order maintained.
