Digging Kongba river sinks Kongpal road

Some portions of Kongpal road, Imphal East district which was black topped recently have sunk and the sinking has been linked to digging of Kongba river bed without permission of IFCD.
Manipur Pollution Control Board (MPCB) Chairman and local MLA Dr Ng Bijoy today conducted a direct assessment of the sunken portions today.
Later speaking to media persons at his Khurai Chingangbam Leikai residence, Dr Ng Bijoy said that the road which passes over Kongpal river bank sunk at Kongpal Laishram Leikai, Kongpal Ningthoubung and Kongpal Khaidem Leikai as a result of digging the river bed with a very steep gradient.
It would have been much wiser if the river bed was dug keeping a gentle slope.
The road was repaired recently under PMGSY.
Kongba river bed was dug at the behest of a young man who professes to become a public leader, Dr Bijoy said.
Reacting to certain news items published in some Imphal based daily newspapers during the last couple of days, the MPCB Chairman clarified that he did not raise any objection when the river was dug.
"I only suggested that the relevant authority (IFCD) be consulted and to proceed with the public work in a systematic manner", Dr Bijoy said.
He slammed the question of whether construction of a few development programmes can be counted as development.
Sanctions have been obtained for repairing seven roads under PMGSY, Chingarel bridge have been already inaugurated, construction of Khewa bridge is in progress and sanctions have been obtained for two more bridges, claimed Dr Bijoy.
There are six RLI schemes for six water supply plants in Khurai A/C with Iril river and Imphal river as their sources of raw water.
Construction of a 33/11 KV power sub-station has been completed at Chingarel and dedicated power line has been extended up to Tinsid.
Moreover, a new residential school has been constructed at Chingkhei Hill and six acres have been identified for opening a central school at Kangla Sangomshang.
A tourist resort is being developed at Chingkhei Hill and 12 acres have been allotted for setting up an industrial estate at Moirangkampu Sajeb.
Due sanction has been already obtained for construction of Lamlong market sheds anew.
In addition, there is a plan to provide table tennis boards and racquets for all the 33 community halls located within Khurai A/C.Given these facts, it smacked of sheer immaturity if any one was saying that there was no development in Khurai A/C, Dr Bijoy remarked.
