Transferring land records ANSAM seeks Guv's intervention

The All Naga Students' Association, Manipur (ANSAM) has urged Governor V Shanmuganathan to intervene for transferring of land records of the hill districts which are in the custody of the valley districts to their respective district headquarters and to rectify the encroachment of jurisdiction by the valley districts Police Stations.
In a memo to the Governor, ANSAM said that the land record of tribal villages that are covered under Article 371 C of the Hill Area Committee (HAC), are in jeopardy due to bureaucratic manipulation.
Action for the transfer of the land records had been approved vide office memorandum dated June 15, 2013 of the Commissioner (Revenue) Manipur whereby, only four valley districts had to be transferred to the concerned Deputy Commissioners of Imphal West, East, Thoubal and Bishnupur districts and Deputy Commissioner Bishnupur shall transfer the land records of Churachandpur district to Deputy Commissioner within June 30, 2013.However, land records of Chandel, Ukhrul, Churachandpur, Tamenglong Senapati districts are still concealed in the custody of the adjacent valley districts despite persistent demand made by the All Tribal Students' Union Manipur (ATSUM) .
It also highlighted that the Home Department of the State Government vide its Manipur Gazette No 26 Part-IX dated Oct 19, 2011 had placed several hill villages of Manipur under the territorial jurisdiction of the police stations of valley districts of Manipur by creating new police stations on the pretext of administrative convenience.
Such official Gazette/ notification is wilful violation of the Constitution which provides that any scheduled/hills matter shall be referred to the Hill Area Committee, which was never done.
So far it has identified 115 hill villages of different Hill districts that have been placed under the new police stations of the valley districts of Manipur, it pointed out.
Pointing out that land records and encroachment of police jurisdiction being a sensitive issue to trigger into social upheavals and chaos, ANSAM urged the Governor to initiate immediate and appropriate actions to transfer all available land records of the Hill districts from valley to their respective district headquarters and to rectify encroachment of police jurisdictions of the Hill districts and re-instatement of the same to their respective Hill districts police stations.
