State Govt seeks public response before Oct 10

The State Government has uploaded the proposed Bill submitted by the Joint Committee on Inner Line Permit System (JCILPS) to regulate the inflow of non-local people into the State on the official website of the Additional Chief Secretary (Home) and invited suggestions from the public before October 10 .
The Draft Bill has also been 'revised/improved' by the State Government, said a notification issued by the Special Secretary (Home), Government of Manipur.
A notification issued by the Home Department said that the suggestions from the public may be sent to the Additional Chief Secretary (Home) or to e-mail the same [email protected] on before October 10 .
Christened the Manipur Regulation of Non-Local People Act, 2016, it defines local people as those persons who are citizens of India and who belong to any of the communities specified in the respective parts of the Schedule to the Constitution (Scheduled Castes) order, 1950 and the Constitution (Scheduled Tribes) order, 1950 for the State of Manipur and Other Backward Classes notified by the State Government from time to time and who have been residents of Manipur and immediately before the attainment of Statehood on January 21, 1972 and their descendants.
The Draft Bill went on to explain that ordinary resident means a person whose name was entered in the electoral rolls for the year 1972 and in case where the electoral rolls of 1972 are not available the electoral rolls for any nearest subsequent year which is available shall be taken for the purpose, subject to necessary correction.
In the same vein the Draft Bill explained that a non-local man means a person who is a citizen of India but is not covered by the aforesaid criteria.
Every non-local person entering the State must register himself/herself with the designated registration authority, said the Draft Bill and added that registration centres must be set up at the places notified by the Government from time to time.
The registration authority can issue a pass to a non-local man/woman if he or she is a bonafide citizen of India (proved on production of a voter's identity card issued by the Election Commission of India) and wants to visit Manipur, added the Draft Bill.
The pass will be for a certain period of time and this may be extended from time to time by the DC concerned.
Every owner before he leases out any property to a nonlocal person shall satisfy himself that the non-local person is in possession of the pass issued by the authority concerned and every owner shall maintain a register to record the particulars of the non-local person.
These provisions will not be applicable to persons employed in connection with the Union Government, the State Government, public undertakings and persons employed by a local authority or a body established by law with the approval of the State Government, persons holding Constitutional and statutory positions in the Centre and States, leaders of recognised political parties of the country, teachers, employees and students of educational institutions situated in the State.
For this purpose, production of a valid identity card issued by the authority concerned of will be sufficient documentary evidence.
