Imphal, December 15 2019:
IGP (Zone-I) Clay Khongsai has appealed to all the people of the State not to support the bandh called by Left parties on December 19 .
Speaking to media persons at the Imphal West District Police Headquarters this afternoon, the IGP pointed out the Supreme Court's ruling that bandhs and blockades are anti-Constitutional.
Subsequent upon the Supreme Court's ruling, the State Home Department issued an order on April 10 last year to take up necessary action as per law against bandh sponsors and supporters, Clay Khongsai said.
He then appealed to all sections of people not to support the Left parties' bandh, but carry on all daily activities as usual by opening all shops, markets, private establishments and plying all types of passenger carriers.
If any one supports the bandh, necessary action would be taken up as per law, said the IGP.
Notably, Left parties have been planning a country-wide agitation on December 19 against the Citizenship Amendment Act 2019.As a part of the country-wide agitation, CPI, CPI-M, RSP and AIFB called a State-wide bandh from 6 am to 6 pm of December 19.Clay Khongsai said that it's time for Manipuri students and other people studying/working outside the State to come back to the State but they have been facing lots of difficulties while coming back to the State on account of the public unrest gripping Assam currently.
It would not be right to compound their woes by calling a bandh in the State, he asserted.
Notably, Clay Khongsai has been working as a nodal officer to help Manipuri people caught in difficult situation in Assam due to massive anti-CAA uproar.
"Since I was nominated as the nodal officer, I received innumerable phone calls and I cannot even find time for sleeping", said the IPS officer.
Most of the callers are students and many of them are girls.
"I have been helping them at my best level by communicating with my counterparts of Assam", he said.
To a query, Clay Khongsai said that the State Govt has started rationing petroleum products and police have taken up necessary measures to check selling petroleum products in black markets.
