MPSC caught in yet another round of controversy

Imphal, May 10 2019: Manipur Civil Services Combined Competitive (Preliminary) Examination 2019 which is scheduled on May 12 has been postponed indefinitely.

After perusing three related writ petitions filed by the Group of Aspirants, Justice Lanusungkum Jamir of the High Court of Manipur passed an order to this effect today.

Following the ruling of the High Court of Manipur, the MPSC issued a late evening notification postponing the Preliminary examination until further notice.

The writ petitions were filed challenging the conduct of examinations for conduct of MCSCCE (Prelim) 2019 under the Manipur Service Commission Examination Rules 2018 for selecting candidates for the main examination for recruitment to Manipur Civil Services, Manipur Police Services, Manipur Finance Services and Sub-Deputy Collectors and Manipur Secretariat Services.

Meanwhile, the Group of Aspirants has alleged that all competitive examinations conducted by Manipur Civil Services Commission were mired in controversies.

Speaking to media persons at Manipur Press Club here today, Group of Aspirants convenor Arbind Salam said that MPSC has been unable to conduct the competitive exams smoothly on account of absence of complete rules and regulations and shortage off officials.

He pointed that the MCSCCE 2016 has turned out to be a big scandal and case is still pending with the High Court of Manipur.

While perusing the particular case, the High Court pointed out that there were serious loopholes and flaws in conducting the MCSCC Exam 2016 and the Court passed a ruling on February 28, 2017 directing MPSC to rectify the exam conduct rules and regulations.

Subsequent upon the High Court's directive, the Group of Aspirants filed an RTI application seeking whether the High Court's directive had been complied with or not.

A reply to the RTI application was received in April last year and it showed that no proper rules and regulations have been framed for the MCSCC Exam 2019 too.

Taking strong exception with the MPSC's failure to comply with the High Court's directive, the Group of Aspirants filed three writ petitions at the High Court and contempt case.

The petitions pointed out that neither exam conduct rules nor evaluation rules have been framed properly and the MPSC Secretary has been serving as Examination Controller too.

Arbind said that competitive exams conducted by MPSC were mired in all kinds of controversies since there was Congress Government in the State and things have not changed a bit under the BJP-led incumbent Government too.

The High Court, in its judgement passed today, directed the respondents (MPSC and two others) to file affidavits as well as take appropriate instructions on or before May 15 .

The petitioners may also file rejoinder affidavit, if any, on or before May 20 .

The Court listed the matter for the next round of hearing on May 20 .
