CBI seeks report from RIMS

CBI /SIT, the agency taking up the investigation in connection with the alleged fake encounter cases in Manipur, visited Regional Institute of Medical Science (RIMS) today to collect the reports of two victims.
According to the Medical Superintendent of RIMS, Dr Ch Arunkumar, officers of CBI/SIT, New Delhi, led by Kuldeep Singh and Harish Goel, came to his office today and sought the details about the treatment records, investigation records, Medico legal case registers and post mortem reports of two deceased persons.
He continued that CBI/SIT had asked for the records so that they can include it in their FIR and put it up before the Supreme Court in New Delhi.
According to the Medical Superintendent, CBI/ SIT asked for the records of one Ningthoujam Ranbir alias Thopcha s/o Shamu of Nongpok Sekmai Lilong Kambong, who was allegedly killed on February 2, 2007, and the alleged custodial death of one Athokpam Angousana of Napet Mayai Leikai on February 28, 2011.Arunkumar added that RIMS will try to hand over the reports with seizure memo by tomorrow evening to the CBI/SIT as they had informed that they will leave the State the day after tomorrow.
On the other hand, according to a reliable source, CBI/SIT is looking forward to collect the details of 2 8 different cases from RIMS in connection with the alleged fake encounter and custodial death cases.
As per the news report published earlier in connection with both incidents, it was reported that Ningthoujam Ranbir alias Thopcha, was killed in an alleged encounter along with one Yambem Kala of Lourembam Aripat, at Nongpok Sekmai, around 8 kilometres east of Yairipok PS, on February 1, 2007.It was reported that the two were killed by BSF personnel in retributive action following an attack by unidentified gunmen at around 9 pm while a Thabal Chongba was underway at Nongpok Sekmai Lila Kambong ground.
It was also reported that the security personnel belonging to 172 BSF HQ, who recently came for election duty, were stationed inside the campus of Primary Health Centre at Nongpok Sekmai.
On the other hand, according to news reports of the second case, it was reported that Athokpam Angousana of Napat Mayai Leikai was arrested by police commandos on February 28, 2011, at around 5 pm from his residence on charges of being .allegedly involved in the sale of country made pistols.
It was reported that the police personnel who came to Angousana, were attached to police outpost at Laphupat Tera Dhaballokhong, under Thoubal district.
According to the news reports, when the family members went to get Angousana from the outpost at around 9 pm next day, there were scars/ bruises all over his body and he was not in a position to stand up on his own nor was he able to speak and as such he was admitted to RIMS at around 11 am but passed away soon after.
It may be mentioned that as per the direction given by the Supreme Court of India to CBI/SIT to carry out the necessary investigation and submit the reports of the alleged fake encounter cases in Manipur, many State police personnel, officers, Assam Rifles personnel and other Para military forces who were allegedly involved in the alleged fake encounter cases, have been summoned by the CBI for enquiry.
The CBI/SIT also carried out spot visit at some of the alleged fake encounter sites as well.
Recently CBI/SIT submitted two charge sheets before the Chief Judicial Magistrate Imphal East in connection with one alleged custodial death and another alleged fake encounter case of Imphal East District and to carry out a trial against 14 State police personnel, including a senior police officer.
