Shyam launches digital payment system

For the first time in the State, Revenue Minister Karam Shyam today launched a digital payment system for land revenue collection at Lamphel sub-division, Imphal West district.
Launching the digital payment system at the Imphal West DC office complex, Lamphelpat, Karam Shyam stated that it is necessary to rectify the State's land revenue system.
New systems are being introduced to ensure optimum collection of land revenue, he said while appealing to the officers and staff of Revenue Department to discharge their duties sincerely in a transparent manner.

He exhorted the department's staff to go to households and collect revenue instead of waiting for citizens to come to the department to pay land revenue.
He said that Revenue Department is currently facing a shortage of 1055 staff and these include 105 posts of SDCs.
Shyam then called upon all concerned to bear with the shortage of manpower and infrastructure for sometime.
He said that he has no intention to interfere in transfer and posting of officers/staff and implementation of die-in-harness scheme.
SDO Lamphel Dr Mayengbam Veto said that land revenue can now be deposited in the Government account in time as a digital payment system has been launched.
Earlier Jiladars used to collect land revenue from pattadars in the form of cash by giving them transaction receipts (TRs).
Revenue thus collected was later deposited in Government account either by Cashier or DDO, Veto said.
Under the digital payment system, each Jilladar would be provided a Point of Sale (PoS) machine which has unique identification number.
The Jilladars would now collect land revenue using PoS machines.
Pattadars would also be allowed to pay land revenue to a dedicated bank account through Pay TM or Google Pay or other online payment services, he said.
Land revenue thus collected would be audited every fortnight and the amount would be deposited in Government account within the next fortnight, said the SDO.
However, during the first month of introduction of the digital payment system, payment of land revenue in cash would be allowed but it would go cashless from the next month, he added.
Imphal West DC Naorem Praveen said that land revenue collection has improved significantly during the last couple of years.
Earlier each SDO could collect only Rs 6/7 lakh in a year on average.
But SDO Lamphel alone was able to collect land revenue of Rs 21 lakh during the last financial year.
For the current financial year, land revenue collection by SDO Lamphel has already reached Rs 26 lakh, said the DC.
Revenue Commissioner H Gyan Prakash too spoke at the gathering.
