Imphal, August 26 2009:
Acting on a Public Interest Litigation (PIL), seeking to quash the curfew clamped by the State authorities at Imphal East and West districts, the Guwahati High Court has issued notices to State respondents today.
The Imphal Bench of the High Court, while issuing notices asked the State Chief Secretary, Principal Secretary (Home), Director General of Police, and the District Magistrates of Imphal East and of Imphal East and West districts to furnish their replies within four weeks.
Y Khemchand, the PIL petitioner prayed before the Court to quash the order passed on August 4 by the District Magistrates clamping curfew in the entire twin districts of Imphal East and West.
The petitioner said such orders are violative of the rights and liberty guaranteed by Article 19 (1) (d) and (g) and 21 of the Constitution of India.
Advocate M Hemchandra appeared on behalf of the petitioner.
Mentioned may be made that the district authorities clamped the curfew to pre empt any unwanted eventualities in the wake of the massive protest against the July 23 shoot-out at Khwairamband Bazar.
Besides the general public, hordes of political parties have been denouncing the clamping of curfew saying that it consistently deprives the daily activities.
