JCILPS pulls up 47 non-local labourers

Volunteers of the Joint Committee on Inner Line Permit System (JCILPS) today pulled up 47 non-local labourers from North AOC who did not possess any documents necessary for working in the State.
Speaking to media persons at their Sega Road, Konjeng Hazari Leikai office this afternoon, JCILPS convenor in-charge BK Moirangcha said that as announced earlier, volunteers of JCILPS started checking entry of non-local people along Imphal-Dimapur highway and Imphal-Jiribam highway since July 15 .
Out of the 47 non-local labourers pulled up today, 23 possessed identification documents, 15 possessed photostat copies of identification documents while nine did not posses any identification documents.
But none of them possessed any document necessary for working in the State.
They came to Manipur in inter-State buses and Winger vans.
While 29 of them were engaged for construction of buildings for St Xavier School, Moirang, 11 were engaged for construction of power sub-station at Thoubal under Shyama Powers India Pvt Ltd and seven were engaged for construction works at JNIMS.
Most of them are from Dhubri district of Assam, neighbouring Bangladesh, BK Moirangcha said.
He then urged the State Government to give an opportunity for studying the new draft Bill collectively which would be placed in the State Assembly either in the last week of July or the first week of August as a replacement for the PMP Bill 2015 .
JCILPS is deeply concerned over entry of non-local people into the State without any restraint.
They have already appealed to transport associations/unions not to bring in non-local people who do not possess valid identification documents, BK Moirangcha said.
He also expressed deep annoyance over the inclination of those people who have been hiring non-local labourers at such a juncture.
He then invited all transporters, labour contractors and private firms to joint meetings with JCILPS at their office within the next two days.
He further appealed to all concerned to bring in non-local people only when they posses all the necessary documents including worker licences.
Replying to an enquiry, BK Moirangcha said that they have been making arrangements to send back the labourers to their native States after collecting signatures of all those people who hired them.
He added that the campaign would go on.
