The Army Court of Inquiry has today requested the Chief Judicial Magistrate, Imphal to issue summons to three civil witnesses including Thangjam Dolendro Singh before it to give their statements.
The presiding officer of the army panel submitted the application to the CJM.
It requested the Court to issue summons to Dolen-dro, Elangbam Komol and E Brojen to depose before the army panel on Saturday at 10 am at Kangla.
The three had abstained themselves on earlier occasions without assigning any reason, it said adding that they are essential witnesses in the case.
Having perused the application, the Court dispatched the summons to the Additional SP prosecution for doing the needful.
When contacted, the three civilian witnesses said they were supposed to appear before the Army Court on September 13 at 10 am but they refused to do so on ground that they were not provided a responsible police officer.
They also lamented that the atmosphere inside the Court room of the Army inquiry panel was very unpleasant when Dolendro last testified in August.
Under such circumstances they requested the DGP to depute a police officer not below the rank of SDPO to ensure their safety and security.
The Army Court had also requested the CJM to issue summons to the OC Irilbung police station to depose before it on Saturday along with the DNA profile of the semen stain found on the petticoat of Manorama at the time of her death.
The CJM had already sent summons to the SP Imphal East for doing the needful on September 13.Mobile court conducted inside prison: Complying with the resolutions passed by the recent Chief Justices' conference, Chief Judicial Magistrate Imphal M Padmeshwor Singh has conducted a two day jail visit.
Beginning on September 13, the CJM conducted a mobile Court sitting at the Imphal Central Jail and Sajiwa jail.
The primary objective of the visit is to find out under whether undertrials involved in petty offences have been lodged inside the jail longer than their period of sentence.
Having found one prisoner who served beyond the prescribed jail term at Sajiwa jail, the court set him free, said a reliable source.
The court also released around 20 UT prisoners on PR bond.
