A 44 year old man who was allegedly tortured by personnel of the Assam Rifles has been reduced to both a physical and mental wreck and is being given treatment as a case of Reactive Psychosis at the JN Hospital.
The matter was brought up before the.
Manipur Human Rights Commission by M Landhoni Devi, wife of the victim today.
It has been referred to the National Human Rights Commission.
The victim identified as Moirangthem Shyam Singh of Wangkhei Thangapat Mapal, Palace Compound is a father of two children.
In her complaint, Landhoni said that her cultivator husband was picked up from his residence by personnel of the AR posted at Chinga on July 20.He was handed over to Imphal police station the next day and released on bail on July 25 by the Chief Judicial Magistrate.
Shyam, who had donated blood for his sister's operation on July 17, complained of feeling sick and exhaustion after his release saying he was subjected to electric shock by the AR personnel while in their custody at the Chinga post, she added.
The wife further contended that the AR personnel came to their house on July 29 again and assaulted him severely in front of her and their children by repeatedly kicking and clubbing with their rifles.
However, he was left home by the personnel.
Later, doctors opined that she will need a long term psychiatric care, she said adding that the matter has been reported to the Porompat police OC.
Landhoni prayed before the Commission that such actions of the AR tantamount to committing crime against humanity and it should be dealt with property according to the law.
