JCILPS calls general strike

Sustaining the ongoing movement for implementation of Inner Line Permit System in Manipur, the Joint Committee on Inner Line Permit System (JCILPS) Manipur has called a State-wide general strike with effect from this mid-night till 6 pm tomorrow.
Briefing media persons at their Nongmeibung office this afternoon, JCILPS convenor Ibotombi Khuman informed that the decision to call an 18 hours general strike was adopted in an emergency of the joint committee.
The general strike is a part of the people's movement on the demand for tabling and clearance of a Bill on implementation of ILPS in Manipur during the ongoing Assembly session.
The State Assembly adop-ted two resolutions in favour of enforcing ILPS in the State and the resolutions were endorsed by the State Cabinet.
But nobody knows if there is any development after the Assembly resolutions.

It is rather disappointing that not a single legislator bothered to raise a question on the issue of ILPS.
Ibotombi also condemned in the strongest term the alleged brutality shown by State police against students since July 21.By raining blows, kicking indiscriminately and hurling vulgar and provocative abuses, police have been trying to intimidate the students into submission.
The general strike would not cover medial, health, water supply, electricity, media and religious services.
No House committee has been constituted to find out what is being done about ILPS, and there is no sign of the State Government exerting any pressure for enforcing ILPS in Manipur.
Either the Bengal Eastern Frontier Regulation 1873 may be extended to Manipur or an appropriate Bill may be introduced under Article 19(5) of the Constitution.
Pointing out that the Regulation is enforced in Naga- land, Mizoram and Arunachal Pradesh, joint committee co-convenor Kh Ratan question- ed as to why the same Regulation cannot be extended to Manipur.
