Delimitation: PIL filed at SC

A Public Interest Litigation has been filed at the Supreme Court by social worker Noorul Hassan questioning the delimitation based on 2001 census report.
In his PIL he questioned whether it is not unlawful to conduct the delimitation based on a 2001 census report which has already been proven to be erroneous.
In another question he asked if it violates the fundamental rights enshrined in Article 19(1)(a), article 14, article 21 of the Constitution when the delimitation is conducted based on the erroneous 2001 census report.
The respondents of the PIL are the Government of India and Government of Manipur.
Speaking at a press meet today at Kshetri Asang Leikai, Kshetrigao, Noorul Hassan said that he filed the PIL on June 21 and the Court has admitted it.
"Conducting the delimitation based on a faulty 2001 census report will disturb peaceful coexistence," he maintained.
"It also violates the fundamental rights enshrined in the Constitution," he said.
Nine sub-divisions namely Mao-Maram, Paomata, Purul, Saitu Gamphzol, Chakpikarong, Moreh, Machi, Chandel HQ and Kasom Khullen of the three hill districts of Senapati, Chandel and Ukhrul saw a sudden jump in the population ratio, he said.
Hassan said when comparing the 1991 to 2001 census reports, there is a sudden jump of population ratio from 41 percent to 169 percent which is quite absurd.
The delimitation should be conducted only after verifying the true figure by comparing with the Aadhaar data, he added.
