Imphal, August 22 2019:
A one-day 'Gender Sensitisation Programme for Manipur Police' was held today at 1st Manipur Rifles banquet hall under the aegis of the National Commission for Women (NCW) and Manipur Police.
Speaking at the programme, DGP LM Khaute said that gender inequality is a global phenomenon although the degree in inequality is different from country to country and State to State.
Gender inequality can still be seen in Europe and other western countries which had gone several rounds of social reforms and have embraced liberal policies, Khaute said.
The Indian society is a very complex one as it is home to numerous communities having their own set of religious beliefs and cultural practices.
Even though the practice of Sati had been abolished, child marriage and female foeticide have been banned, people are still unable to view men and women as equals, he noted.
All the North Eastern States are at the same level when it comes to gender equality except for Meghalaya which is a matriarchal society, said the DGP.
As gender inequality has been deeply ingrained in the minds of the masses over centuries, the issue needs to be addressed step by step.
Gender inequality cannot be removed overnight, he said.
Yet, all policemen should ponder over what their obligations and responsibilities should be towards bringing gender equality in the society, he continued.
It is the responsibility of police to strictly comply with instructions/guidelines given by laws, Acts, Constitution, Supreme Court, High Courts, NHRC, NCW and State Commissions regarding gender equality, protection of human rights, protection of women and children etc, asserted the DGP.
"As the head of Manipur Police, I would like to say that we respect all such guidelines and follow them strictly", he said.
Following these guidelines, a subject on human rights and gender equality has been incorporated in the syllabus of Manipur Police Training College.
The same subject is being taught to recruits batch by batch, he continued.
He also asked all police officers present at the gathering to ensure that all such guidelines/circulars issued by the police headquarters are read by subordinate officers minutely.
To tackle crimes against women, eight women police stations have been opened apart from setting up 9th IRB which is an exclusive battalion for women personnel.
Two separate units have been opened under the charge of two women police officers of the rank Additional SP to deal with crimes against women which take place in Imphal West and Churachandpur districts, the DGP informed the gathering.
NCW Senior Coordinator M Lilabati, Kakching SP Victoria Yengkhom, Imphal West Addl SP A Ghanashyam and SP CID (CB) N John too spoke at the sensitisation programme.
