Ex-ADC members urge Govt to uphold Article 371 (C)

Ex-Councillors of Ukhrul District on Sunday levelled strong charges against the appointed Caretaker chairmen of Autonomous District Council and called them 'Political agents of Chief Minister N Biren Singh'.
Speaking to media persons at Kasomtang, Ukhrul, a host of ex-ADC members including Edmund Chiphang, Ngamsung Huishuwo, Yangmi, HA Vareishang, Kapangpam Zimik, Paothing Vashum and Thanchipem Jagoi expressed their resentment against the lackadaisical and indifferent attitude of the State Government in depriving the hill people of their rights by surpassing Article 371 (C) conveniently.
Calling the appointment of Caretaker chairmen as unconstitutional, the ex-Councillors slammed the present State Government led by CM N Biren Singh for disrespecting Article 371 (C) .

They also called the proposed direct recruitment to fill up 750 posts under six ADCs of the State as unconstitutional.
In this regard, Edmund Chiphang stated that the State Government should hold the ADC election first and install the ADCs, before initiating any recruitment process as per the norm and procedures of the Council.
Ukhrul ex-ADC members also alleged that it is an open secret and has become a matter of great concern for all public to view seriously that Rs10 lakh or more were openly demanded from the job seekers for an appointment while adding that Government jobs are not commodities which could be sold at the market.
While claiming that they have substantial evidence of monetary demands from candidates for appointment, the ex-councillors alleged, "Their modus operandi is to directly indulge in corruption in the guise of employment generation when there is no grassroot Government or ADCs in all six hill districts" .
The ex-Councillors also condemned the Government for withholding the ADC election indefinitely without any reasons and for not bringing up the Manipur Autonomous District Act (MADC- 2021) in the last Assembly session.
They further urged the State Government to uphold article 371 (C) in letter and spirit in order to bring equal development in both the hills and valley.
