Joykisan says reformation key to eliminate corruption

Thangmeiband AC MLA Khumukcham Joykisan has categorically stated that a major reform is needed in the State to eliminate corruption and elect right candidates who can represent the people better.
Speaking at the inaugural function of LTYDO Community Hall at Lalambung Takhellambam Leikai, the MLA continued that monitoring election expenditure only after the Election Commission of India issues a certain notification is not enough to ensure free and fair elections.
He also stated that certain politicians and their workers being proactive in flag campaigning much ahead of the election is one of the root causes for poll-related violences that have been reported from several constituencies.
Saying that the culture of criticism seems to be widespread in Manipur, the MLA urged all to appreciate any individuals when they do things for the welfare of the people.
Joykisan also claimed that he didn't spend a rupee from Local Area Development Fund in constructing the community hall that was inaugurated today and dared to resign as an MLA if anyone can prove otherwise.
Continuing that Local Area Development Fund (LADF) cannot be spent as per the whim and fancies of the legislators, the MLA maintained that Rs 2,80,00,000 have so far been released for the current session as LADF while Rs 1,20,00,000 are still pending.
"If the pending amount is not released before Christmas then the chances of releasing the fund at all is negligible as election code of conduct will become effective any moment" .
Retired Chief Engineer (Power) Hemam Bihari Singh, retired Director (Planning) Kangujam Mangi and LTYDO president Puyam Tomcha Meetei also attended the programme.
