Many get more than the allotted 12

Even though the vast majority of LPG consumers hardly get five/six refills in a year, some 'privileged' consumers have been given refills more than the annual quota of subsidized LPG.
One consumer of Khoriphaba LPG Service has been given 19 refills so far this year.
Two have been given 18 refills, one 16 refills, one 15 refills, another one 15 refills, four 13 refills reach, six 12 refills each, 52 eleven refills each, 108 consumers 10 refills each, 59 consumers nine refills each, 40 consumers eight refills each, 41 consumers seven refills each and 64 consumers have been given six refills each.
The consumer who has been given 19 refills which far exceeded the annual quota of subsidized LPG bears consumer number CX12300123 and his name is Thounaojam Robindro.
Subsidy amount of Rs 2690 has been already transferred to his bank account.
Thounaojam Munal (consumer no.CX12300134) and Thounaojam Bidya (consumer no.CX12301368) have been given 18 refills each.
Corresponding subsidy amounts which have been transferred to their respective bank accounts are Rs 2915 and Rs 2999.10 .
Consumers who have been given 16 refills, 15 refills and 14 refills respectively are Thounaojam Sarat (consumer no.CX12300114), Thounao-jam Rajiv (consumer no.6585) and Soraisam (O) Ibetombi (consumer no.CX5965158).While subsidy amounts of Rs 2915 and Rs 2223 have entered the respective bank accounts of the first two consumers, no subsidy amount has so far entered the bank account of the third consumer.
Yendrembam Binota (consumer no.CX10366919), Thounaojam Abhiram (consumer no.6556), Thounaojam Kamini (consumer no.6577) and K Bijenti (consumer no.999) have been given 13 refills each.
Subsidy amounts of Rs 2420, Rs 2492, Rs 2447 and Rs 2335 have been transferred to their respective bank accounts.
The six consumers who have been given 12 refills each are Kongkham Surchandra (consumer no.CX5958484), Th Bimola (019), L Ranjana (3591), Ng Thoibimacha (consumer no.4025), Khundrakpam Shyamashakhi (consumer no.5421) and Kongkham Sushilchandra (consumer no.6734).Subsidy amounts of Rs 2308, Rs 2088, Rs 1985 and Rs 3063 have entered the respective bank accounts of Kongkham Surchandra, L Ranjana, Khundrakpam Shyamashakhi and Kongkham Sushilchandra.
However, no subsidy amount has entered the bank accounts of Th Bimola and Ng Thoibimacha.
The particular LPG distributor has around 3510 DBTL consumers.
It remains a big question why and how some selected consumers were given refills which exceeded the total number of refills entitled to each consumer in a year.
