Imphal, March 15 2023:
The Congress party has asked the State Government to halt all Group C and Group D appointments until the Manipur Staff Selection Commission (MSSC) is made fully operational.
Speaking to media persons at Congress Bhavan here today, MPCC spokesperson Md Rabi Khan said that they would go to the High Court if the Government continues appointment to Group C and Group D posts through departments.
After the MSSC Act was passed in 2022, the MSSC Rules were framed in September 2022.A gazette notification was also issued to this effect, Rabi Khan said.
The rules clearly mention that appointment to Group C and Group D posts would be done in accordance with the MSSC Act.
However, the Government has been still keeping the MSSC in a dormant state, he said.
Neither the chairperson nor the members of the commission have been appointed yet and it vividly reflects the BJP Government's intention to indulge in corruption at the time of making appointments to Group C and Group D posts, he said.
The Congress party has been demanding the State Government to make the MSSC fully operational and MPCC president K Meghachandra raised the same matter in the State Assembly during the recent session, he said.
Even after the establishment of the MSSC, several departments were making direct appointments to Group C and Group D posts, Rabi Khan said and mentioned the names of Education Department, Health Department and Home Department.
He then urged the Government to suspend all processes of appointment to Group C and Group D posts until the MSSC is made fully operational.
He decried that the so called BJP's double engine Government is still unable to implement an Act which was enacted by none other than the BJP Government itself.
This is one major weakness of the BJP Government, he added.
