Imphal, August 14, 2012:
Expressing grave concern over the assault of Manipuris studying and working in pune in the past few days, Joint Committee on Inner Line Permit System has urged all concerned to exercise maximum restrain.
Conveying that acting with maturity and sanilty would be able to defeat intentions of disruptive elements, Committee convenor Sapamcha Jadumani contended that information have been received about certain section of the people in the State linking the Pune violence to vigorous campaigns for implementation of inner line permit system in Manipur.
Urging every section of the society against spreading rumours that the ILP issue had sparked off the clash, Jadumani said the violent incidents in Pune is a fallout of the recent clashes between the Bodo and Bangladeshi migrants in Assam.
Stating that since India gained independence over 2.5 lakhs Muslims from Bangladesh have crossed over to India, settling mostly in Assam, the convenor also opined that in case Government of India effectively implement ILP system in all the border States there would be peace and amity in the region.
Citing non-implementation of ILP as the genesis for the continuous upheavals in the North Eastern States, he also alleged lack of commitment on the part of the Central Government to check infiltration of foreigners in the region.
Substantiating the charges, he referred to the Centre reportedly threatening to curb budgetary allocation to Assam in case violent incidents in some parts of Assam could not be tackled effectively.
The threat from the Central Government came when Minister in the Assam Government Gopinath Bordoloi hinted that presence of large population of Muslim migrants from Bangladesh in Assam sparked the clash, Jadumani maintained.
Further stating that demand for ILP is to enable the respective States protect identity and culture of their own indigenous community, he affirmed that peace and amity in India would be a reality only when effective measures are adopted to check infiltration of foreign nationals.
Expressing that, if needed, the Indian Constitution should be amended to re-introduce ILP in Manipur, Jadumani cautioned that failure to implement ILP within November 18 might compel the Committee to launch intense movement against the Government of Manipur.
He asserted that assurance and decision taken by both the State cabinet and the State assembly should be translated into action within the specified deadline to avoid witnessing the most intense agitation in the history of Manipur.
The Committee's co-convenors M Churamani and Joy Chingakham were also present during the media briefing held today at the Palace Compound office of HERICOUN.
