Remand for former bank manager

Special Judge, Prevention of Corruption, Imphal West today remanded former manager of Punjab National Bank, Kanglatongbi Branch Singsit Khupeden to police custody in connection with a case of fraud.
Singsit Khupeden (38) s/o Singsit Thongkhokam of Hmar Veng Churachandpur was arrested by a team of CID Crime Branch, Imphal yesterday in connection with the case and produced before the Court along with a prayer for four days police custody remand.
Through an APP, the IO of the case submitted that on March 2, 2022, Ksh Soroj Kumar Singh, Manager, PNB, Kanglatongbi branch, reported about a possible fraud in the State Government's StartUp scheme.
The scheme provides subsidies which range from Rs 1 lakh to Rs 30 lakh depending on the stages of the scheme.
A total number of seven applications were purportedly received and processed by the Kanglatongbi branch of the Punjab National Bank.
It was mandatory for the beneficiaries to open loan accounts so that the instalments and subsidy could be credited in the loan accounts but none of the seven applicants/beneficiaries opened loan accounts.
The Bank Of Baroda which is the nodal bank of the StartUp Manipur scheme released a total subsidy amounting Rs.1,77,09,000 to the Non Customer Account of Kanglatongbi branch on 5th November 2021 but as no loan accounts were opened, instalments were disbursed and subsidy amount in matching ratio were directly credited to the customers bank accounts.
The IO also submitted that during preliminary interrogation, the accused person who was then Manager of Punjab National Bank, Kanglatongbi branch accepted his involvement in the present case but he is not divulging finer details of his involvement nor cooperating fully with investigation.
As such, the IO prayed for remanding the accused to police custody.
The Court, on perusal of the case record and after hearing the submission of the IO, remanded the accused to police custody till July 15 .
