O Joy urges dialogue

A much greater upheaval looms in the State unless the State Government and JCILPS representatives along with Constitutional experts agree to hold a dialogue on whether the infamous MRVTMW Bill should be withdrawn or amended as per the demands of the people, veteran political leader O Joy stated.
Many experts are of the opinion that the demand for revocation of Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 (MRVTMW) which was introduced and passed on March 16 this year by the State Assembly has its roots in the use of the term 'Migrant workers' in the Bill as a law for protection and regulation of migrant workers already exists after it was passed by the Parliament.
Since the MRVTMW Bill has been already reserved by the Governor for consultation with the President of India, it demands a thorough analysis whether the Bill can be withdrawn as such a juncture.
Likewise, it also requires active consultation with experts in order to introduce and pass a new Bill which would be acceptable to the people, Joy said.
He also expressed keen desire for the Government to hold dialogue with JCILPS so as to bring an amicable solution to the present impasse.
If the present crisis is not resolved at the earliest, the situation may go out of control, Joy cautioned.
Saying that the killing of Sapam Robinhood was a tragedy, Joy noted that the public uproar has only intensified despite imposition of curfew in Imphal East and West districts.
One sitting or retired High Court Judge should be roped in to enquire into the killing of Robinhood.
If any police personnel are found guilty, they must be awarded befitting punishment in accordance to law, he added.
He further condemned excesses committed by police in the name of controlling people on agitation.
