The Manipur Pradesh Congress Committee (MPCC) has appealed to the CBI to investigate the claim that the State's Financial Department has no revenue when about Rs 800 crore had been withdrawn from plan and non plan expenditure of the Works Department in the current fiscal year alone by taking up a suo motu case.
Speaking to media persons at Congress Bhavan today, MPCC working president MLA K Meghachandra claimed that the financial scam transpired as the Works Department had misused about Rs 800 crore.
He also asked if the incumbent Government is running the State as per their whim and fancy.
Saying that the election code of conduct has been put in place since January 8, the MLA said that the Works Department doesn't have the authority to approve work orders as long as the code of conduct is effective.
Further asking why the Works Department is not furnishing the work programmes for the current fiscal year, K Meghachandra claimed that the Works Department had already allocated about Rs 800 crore (Rs 500 crore from plan and Rs 300 crore from non plan expenditure) for this fiscal year.
"Where has this money gone," he asked and urged that the CBI be asked to probe the matter by taking up a suo motu as no departmental or independent judicial inquiry can be effected after the imposition of election code of conduct.
He also said that the MPCC had already submitted a memorandum to the Chief Election Commissioner over an alleged disregard of the model code of conduct and the same has been forwarded to CEO and AICC president.
