Excess appt of ADC teachers : Cases withdrawn, Rs 9 Crore saved

With most of the teachers appointed under ADCs without consent of the State Government, above the number of sanctioned posts withdrawing their complaints, the State Government has succeeded in saving Rs 9 Crore which otherwise should have been spent in paying salaries to the dismissed teachers.
In accordance with a resolution passed by the State Cabinet, teachers were appointed for schools functioning under ADCs in 2006.But 835 additional teachers were also appointed without consent of the State Government above the number of sanctioned posts.
These teachers enjoyed their monthly salaries up to the month of April, 2007 before they were dismissed by the State Government.
However, the teachers contended that they were working up to 2009 and they filed a complaint at the Court demanding payment of salaries up to the period until which they claimed to be working.
After hearing the complaint, the Court directed the State Government to pay salaries up to 2009 as demanded by the dismissed teachers.
At this, the Government maintained that attendance registers of the dismissed would be checked first, even if their salaries must be paid.
Accordingly, Tribal Affairs and Hills Department collected attendance registers of all the dismissed teachers.
On checking the attendance registers, it was found that many of the attendance signatures were appended even on holidays and Sundays in the same hand-writing.
Subsequently, the attendance registers were sent to Forensic Science Laboratory.
FSL submitted its report to the Government and it said that a large number of the signatures were forged.
After receiving the FSL report, the department registered FIR cases against each of the dismissed teachers.
The teachers responded by withdrawing the cases they filed at Court.
However, some teachers appointed under Ukhrul ADC have not withdrawn their complaints.
Nevertheless, the Government has already issued an order declaring closure of the case pertaining to the dismissed teachers.
Another order for the teachers who are refusing to withdraw cases has also been issued giving reasons for their dismissal.
Following withdrawal of cases, the Government has succeeded in saving Rs 9 crores which otherwise should be paid to the dismissed extraneous teachers.
However, no action has been initiated yet even as the file submitted to the Chief Minister by the high-power committee headed by the Chief Secretary said that the then TD Minister was involved in the fraudulent appointment of 835 extraneous teachers.
Meanwhile, it is reported that 12 teachers have been appointed without consent of the Government for schools under Tamenglong ADC.
