The State Government has appealed to all the underground outfits to come out for a peacefully negotiated settlement in the interest of peace, development and harmonious existence of all communities of the State.
In an order issued by the Home Department, the Government said all those groups and individuals who are keen to lay down their arms, shun violence and join the mainstream may avail the rehabilitation policy as per the schemes of the Ministry of Home Affairs.
As per the latest and revised policy for surrender cum rehabilitation of militants in North East (except Sikkim and Mizoram) which had been implemented from April 1, 2018, all eligible person who surrender with at least one weapons (except in extraordinary cases) will be initially lodged in a rehabilitation camp where they will be imparted training in a trade/vocation of their liking or befitting their aptitude.
They will be paid a monthly stipend of Rs 6000 per month for a period of 36 months.
However the scale of stipend for various categories of surrenderees will be decided by the State Government in consultation with the Government of India.
An immediate grant of Rs 4 lakh will also be kept in a bank in the name of the surrenderee as fixed deposit for a period of 3 years which can be withdrawn by the surrenderee after 3 years subject to good behaviour.
This money can also be utilised as collateral security/margin money against loan to be availed by the surrenderee from the bank for self employment.
Various incentives for different kinds of weapons they surrendered with are also there, the details of which can be had from the official website of the Police Department.
However, the benefits under the scheme are not available to a surrenderee who is a recycled militant.
