AMBA on stir mode

Stating that the High Court of Manipur notification issued on May 3 last has violated the Manipur Judiciary Service Rule, 2005, the All Manipur Bar Association (AMBA) president H Chandrajit has said that they would wait for Government's response till May 31 to decide whether to initiate stir or not.
He was addressing a press meet at their Cheirap Court complex office today.
He also stated that the seven resolutions passed by the members of AMBA at an emergency meeting held on May 17 had already been forwarded in the form of memoranda to the Chief Justice of the High Court of Manipur, Chief Minister, Law Minister and Law Secretary on May 25 and 26 .
The memoranda demanded regularization of Assistant Public Prosecutors cum Government Advocates and establishment of Public Prosecution offices in all the district Courts of the State, filling up of the vacant post of the Registrar General of High Court of Manipur with an MJS Grade-I officer on seniority cum merit cum suitability basis, deletion of Para A (I) of Amendment of Rule 7 reservation of Manipur Judiciary Service (1 st Amendment Rules 2016), revision of the tentative seniority list of Grade-Ill Judiciary officers issue by the i/ c Registrar General of the High Court of Manipur.
He also said that the memoranda urged to look into the plights and grievances of the Additional and Assistant Public Prosecutors who are working on contract basis in meagre salary.
He also said that keeping the APPs on contract basis for the past 20 years has seriously led to losing of morale of these APPs.
Many APPs had reached service superannuation before their service was not regularised, he said.
He said that appointment of the Registrar General of High Court of Manipur by allegedly flouting the seniority list has discouraged the competent senior officers of MJS Grade-I .
Chandrajit also said that there is need to review the tentative seniority list of Manipur Judiciary Service officers Grade-Ill issued by the Registrar General of High Court of Manipur on May 3 .
The list must be reviewed as per the Manipur Judiciary Service Rule 2005, Chandrajit observed.
Demanding the authority concerned to either annul or delete the Manipur Judiciary Service (1st Amendment) Rule, 2016, Chandrajit stated that if it is not annulled or deleted, it would prove to be an injustice to the legal fraternity of the State.
After waiting the Government's response till May 31, AMBA would conduct another meeting to launch agitation.
