Joint Director(Planning Department) sets record straight on BADP

Setting the record straight with regard to BADP work scheme for Sihai village of Ukhrul district, Joint Director of Planning Department N Kulkarani Devi has clarified that BADP schemes are approved and implemented for border villages as per the guidelines (Feb, 2009) of Department of Border Management, Ministry of Home Affairs within 0-15 km distance from the International border, taking first village as 0 km distance from the border.
In Ukhrul district, it is implemented in four blocks namely Ukhrul, Kamjong, Chingai and Kasom Khullen and normal annual allocation for the four blocks is at an average of about Rs 5.7 crores for works taken up by DC/Executive Director, DRDA from 2011-12, the Joint Director explained.
The officer further explained that in Ukhrul block, the first village, Khamasom is situated at a distance of 7 kms from the International border.
Hence 12 villages within 7-17 kms are covered under BADP on priority basis.
Sihai Khunou is a village in Ukhrul block and is situated at an arial distance of about 9 kms (2 kms taking first village as 'zero' distance).
As per Census 2001, it has a population of about 1239.BADP scheme is implemented at Sihai Khunou and its hamlet Sihai Khullen, which has a population of about 713.Ten number of works for Sihai Khunou and 17 number of works for Sihai Khullen under BADP have been taken up since 2006-07 .
List of completed works since 2008-09 and ongoing works are available at Planning Department website www.planning-manipur.gov.in.
For the year 2011-12, one work for Sihai Khunou and four works for Sihai khullen amounting to Rs 15.60 lakhs have been approved by the Committee chaired by the Chief Secretary on April 29, 2011, which is 2.23 percent of the fund provided for Ukhrul district for the four blocks.
Work plans and amount proposed for each work are as recommended by the District Level Committee chaired by the Chairman of ADC Ukhrul and admissible as per the guidelines of BADP.
Base-line survey report for each village of border blocks is being updated, which will be used in identifying gap and development needs of each order village, the Joint Director said.
