O Joy bats for amendment of rules

Former Law Minister and veteran politician O Joy has appealed to the concerned authority to amend the Manipur Judicial Service Rule 2005 so that local candidates can be protected in the ongoing process for recruitment of some Grade I Judicial Officers.
Notably, O Joy was elected to the Manipur Legislative Assembly seven times and he was given the portfolio of Law Minister for two terms.
Speaking to media persons at Manipur Press Club here today, Joy said that a large number of 'outsiders' applied when notification was issued for appointment of some Grade I Judicial officers of Gauhati High Court was issued in 2008-09 .

Even though a number of outsiders cleared the written test of the recruitment process, the Gauhati High Court intervened and the Assam Judicial Service Rule 2003 was amended by inserting a clause which gave 50 marks for candidates who could speak Assamese language.
However, there is not a single clause in the Manipur Judicial Service Rule 2005 which can protect local candidates.
Grade I Judicial Officers have fair chances of becoming District and Session Judges.
It is important for them to be literate in Manipuri language.
As such, the administrative authority of the High Court of Manipur should go for fresh appointment by amending the Manipur Judicial Service Rule 2005, Joy appealed.
He also exuded that the administrative authority of the High Court of Manipur would take up necessary steps which can protect the interest of local candidates.
He further clarified that what he told media was not related with the High Court's judicial functions in any manner but it was only an appeal to the administrative authority of the High Court.
