Imphal, September 04 2021:
The Federation of Haomee has welcomed the recent constitution of ILP Monitoring Cell but has sought a clear explanation on what aspects the monitoring cell will work.
The federation, in a press note, said that approval for implementation of Inner Line Permit in the State by the President on November 11, 2019 is nearing its second anniversary but the State people are yet to see any visible undertaking from the State Government side to effectuate the system fully.
Questioning how the State Government is supposedly preparing to safeguard the native people if it is yet to define 'Native People' mentioned in Clause No 7 of the system, the federation maintained that it will be wrong to take that the system is effectuated by only providing pass to visiting non locals and collecting some tax from them.
It stated that provisions and facilities entitled to native people as enumerated in the system has been sidelined till date and urged the State Government to come out publicly on how the monitoring cell will function.
The federation further questioned how immigrants from Bangladesh and Myanmar which have entered the State illegally will be monitored.
The State has already detected the presence of Bangladeshi Nationals in Jiribam by impersonating as local residents.
There are also many Myanmar Nationals who are residing in hill districts of the State, it said while asking whether the cell will monitor all these immigrants.
The system was presented to the State after struggles and sacrifice of many volunteers, it recalled while putting up a list of demands to the State Government.
It demanded the State Government to prepare a clear list defining who the 'Native People' are; to aware State people what are the benefits they deserve as enshrined in the ILP system; to initiate legal action against immigrants; to identify and deport Myanmar, Bangladesh and Nepal Nationals who have settled in the State; to regularly update people on the undertakings of the ILP Monitoring Cell.
The federation also expressed confidence that the State Government will consider its demands and do the needful.
