Imphal, June 26 2016:
Certainly there must be a formulae where there is accord between hill people and plain people regarding the popular demand for enactment of Constitutional safeguard for protection of all indigenous people of the land, asserted CPI Manipur State Council Secretary Dr M Nara.
Speaking to media persons at Irabot Bhavan here today, Dr Nara lamented that Manipur, at present, is drifting like a rudderless ship.
Although it was said that the Protection of Manipur People Bill 2015 was sent to the President of India, it was the Ministry of Home Affairs which dealt with the Bill, Dr Nara said.
He said that as he must attend CPI's National executive meeting, he went to Delhi in advance ahead of the all party delegation which had a meeting with the Union Home Minister Rajnath Singh recently regarding the three Bills.
Dr Nara conveyed that he called on President Pranab Mukherjee and talked about the Bills as he was awaiting arrival of the all party delegation.
After studying the Bills, the Home Ministry should submit them with a recommendation either positive or negative to the President.
"I should give my personnel opinion only after the Home Ministry submits the Bills with their recommendation", Dr Nara conveyed as stated by President Pranab Mukherjee.
Dr Nara said that he also talked about the Bills with Naga peace talk interlocutor and PMO's Joint Intelligence Committee Chairman RN Ravi.
RN Ravi reportedly asked Dr Nara as to how the Government of India can approve the three Bills when there is deep divide between the hill people and plain people over the Bills.
"The Bills may be re-considered after peace and normalcy return in Manipur and last rites of the people killed in Churachandpur are performed.
As of now, it would be difficult to approve the Bills", Dr Nara quoted RN Ravi.
The CPI secretary further conveyed that the party's Constitutional expert and the Supreme Court's Senior Advocate Jitendra Sharma offered to come to Imphal for two/three days and help the State Government in drafting a new Bill.
According to Dr Nara, Jitendra Sharma is National president of the International Lawyers' Association.
Talking about the National Sports University, Dr Nara appealed to all concerned not to politicise the sports university project.
No one should do anything which may derail the project just because Congress party is in power in the State.
Claiming that CPI and other Left parties have been fighting for a food security Act since 2010, Dr Nara appealed to the State Government and its agencies to implement the National Food Security Act in letter and spirit.
